Design & Development: Maximizing Resources: Taking Advantage of Existing Urban Fabric that is Not So Evident

This panel will discuss the urban, recycled land-use opportunities that are presented by existing infrastructure and underutilized property within the City of San Diego. It will also focus on how to identify, acquire and ultimately develop these sites, as well as point out the available resources that one should tap into in order to make these deals happen and will offer lessons learned and thoughts on how to maximize these opportunities to best serve the growing needs of the underserved community.

Housing Finance: Funding the Local Gap

As if getting an affordable housing deal to pencil in the best of times isn’t challenging enough, now throw in local, state and federal budget issues, continuing erosion of the capital markets and a massive amount of new regulatory legislation which needs to be digested in order to understand how, and perhaps if, the federal stimulus programs are going to work. This session features three panelists from public funding agencies throughout SD County who will engage in discussion about what funding is available, where the dollars are coming from, the effects of federal stimulus programs, how underwriting guidelines have changed as well as their specific plans for funding the development of affordable housing moving forward.

Supportive Housing: On the Road to Recovery: Supportive Housing Financing

This panel will present the latest information on specific opportunities for supportive housing finance, including the availability and status of existing resources, as well as up to date information on new or anticipated funds, such as the National Housing Trust Fund. Green Building: Financing, Building and Operating "Green Affordable Housing

This panel will briefly review recent legislation that is expected to encourage the development of green affordable housing, including AB32 and SB375. It will then address the local, state, and federal financial incentives for green building, including programs associated with the American Recovery and Reinvestment Act.  The panel will also discuss how green developments may receive regulatory relief from environmental review and local entitlement and permitting procedures. Panelists will share their best practices for financing, building, and operating "green" developments.

Housing Issues: Federal Housing Policy and Funding in A New Administration

This workshop will discuss what the Obama Administration and Congress are considering in terms of affordable rental housing funding and legislative proposals. We will discuss new funding for the National Housing Trust Fund and possible additional funds for HOME, CDBG, Public Housing, Homeless Assistance and the Section 202 & 811 programs and the outlook for the inclusion of affordable housing funding in the Transportation and Climate Change legislation as well as the new Preservation legislation introduced by Chairman Barney Frank and the latest on Congressional initiatives to address homelessness.

Trends: Transaction Tango: A Trio of Perspectives from Agencies, Developers and Lenders

This workshop will be a spirited discussion of affordable housing transaction parameters from various perspectives: a redevelopment agency, a developer; and a lender. CCDC and the San Diego Redevelopment Agency have adopted specific guidelines for affordable housing transactions. The guidelines address developer fees, land ownership, agency loan terms, predevelopment financing, disbursement of agency funds, maximum agency contribution, and other issues. The panel will debate how varying approaches by public agencies fit with current developer and lender requirements.

Design & Development: Urban Infill Developments: The New Affordable Housing Frontier

This workshop will focus on the complexities associated with affordable development in an urban context. High-rise and mid-rise developments will be showcased, with special emphasis on mid-rise developments featuring podium parking and the difficulties faced in integrating different construction systems. Issues to be addressed include: Redevelopment Agency deal parameters, and difficulty in securing funding sources and complying with their respective requirements. The teams will share experiences and suggest approaches to the design and development process to minimize risks and save money.

Housing Finance: Tax Credit Update with Bill Pavão

If you have questions about how decisions were made regarding who received federal ARRA tax credit exchange funds and gap financing, the new Tax Credit Allocation Committee guidelines, or advice for riding out the tax credit storm, TCAC Director Bill Pavão is the person to ask. This session will provide an update on how the tax credit program is being administered in California and some insight into what will happen next should TCEP, the federal exchange program, be extended.

Supportive Housing: No Longer on the Street: Ending Chronic Homelessness in San Diego County

The City of San Diego adopted its regional 10-Year Plan to End Chronic Homelessness (PTECH) in 2006, led by United Way, and enlisted Brian Maienschein as the PTECH Commissioner and contracted with the Corporation for Supportive Housing (CSH) to create a model describing how supportive housing unit targets can be met. This panel will discuss the innovative approaches to ending homelessness in San Diego, with significant support from the United Way, and the progress to date in achieving PTECH’s goals. As part of the 10-Year PTECH, United Way has awarded $757,244 in funding to five area nonprofit organizations that will provide permanent housing, recuperative units for the medically fragile, discharge planning services, and the first regional access center in the County. Representatives from some of these new programs will share their success stories.

Green Building: Building Green Buildings

This session will focus on construction phase issues that relate to successfully completing a green project.  Both LEED for Homes and Green Point Rated require field verification of the green measures as part of certification. This requires additional coordination by the owner with the contractor contractor, subconsultants, energy (HERS) raters, and green raters. Learn how to best coordinate the green aspects with the overall construction process, with the recently completed Los Vecinos LEED Platinum project used as a case study.

Housing Issues: Making Inclusionary Housing Ordinances Work in Challenging Times

With the current depressed housing market, developers are requesting relief from inclusionary requirements, asking to have in-lieu fees reduced and inclusionary requirements dropped. In addition, developers and the Building Industry Association have succeeded in overturning inclusionary requirements in two published cases. The panelists will discuss how to maintain the viability and success of inclusionary ordinances in response to recent lawsuits, market conditions, and developer requests.

Trends: Redevelopment's Affordable Housing Opportunities in a Down Economy

Despite the challenges, redevelopment agencies across the state are responding with innovative strategies to continue to produce affordable housing and to prepare their communities for expanding affordable housing production when the inevitable recovery arrives. This panel will discuss the challenges of planning, creating, and funding programs to acquire, land-bank, and prepare foreclosed properties and other properties available at favorable prices for redevelopment to increase and improve the supply of affordable housing.

This workshop will examine the ups and downs of construction costs for affordable housing developments. Panelists from a variety of perspectives –developer, architect, contractor, cost estimator—will review issues impacting project budgets, i.e., the cost of materials; selection and management of subcontractors in a volatile economic environment; costs of LEED features and LEED certification; incorporation of architectural enhancements to win community support; and others.

Housing Finance: Structuring and Negotiating LIHTC Projects in Today's Market

Developers, investors, and lenders are in the midst of negotiating deal terms for projects recently awarded 9% tax credit reservations. How these projects are underwritten will set the stage for multifamily projects (utilizing 9% or 4% tax credits) in the pipeline for 2010. Panelists will discuss macro and micro issues currently unfolding that directly impact how deals are being structured. The workshop will provide practical insights to help participants better structure their projects to maximize success.

Supportive Housing: Mental Health Services Act: Partnering with the County's Full Service Partnerships

For the last three years, San Diego County Mental Health Services Administration and its contracted Full Service Partners (FSPs) have been providing services and housing to nearly 1,000 people with mental illness under the MHSA program. In addition to partnering with developers in an effort to utilize the MHSA capital and operations funds available for development, FSPs currently partner with private property owners, and affordable and supportive housing developers to house their clients. In this session, you’ll hear from a FSP and an affordable housing developer on their partnership to house 20 people with mental illness in leased housing. You’ll learn about their “lessons learned” and what it takes to develop and maintain a partnership focused on the goal of successfully housing people with mental illness.

Green Building: The Latest In Solar- Programs, Regulations and Incentives

Barriers continue to drop for solar thermal and photovoltaic installations. The session will address recent advances in policy related to how utility allowances are calculated, how metering can be structured "virtually" to reduce costs and improve project financials and the various funding and technical assistance programs including the New Solar Homes Program, Solar Hot Water Pilot Program, and the MASH and SASH programs for existing multi-family and single-family homes.

Housing Issues: Stimulating the LIHTC: Updates from Sacramento and D.C.

This workshop will discuss what a coalition of industry leaders are pushing Congress to do next to assist LIHTC developers and to create incentives for more investors to enter the LIHTC market. There will be an opportunity for questions and a discussion of political strategy.

Trends: The Assumptions are Off...Managing Assets in Shifting Times

It’s difficult to keep “the ship afloat" when the tide is shifting. This session will focus on managing affordable housing assets given today’s economic environment, skyrocketing operations costs, and other factors that weren’t anticipated when the property came on line.  Key issues include: protecting investor interests and managing their expectations, working with residents in difficult financial times, and managing a property to perform effectively.
