Otay Mesa Community Plan Update
Otay Mesa is currently zoned primarily industrial. A group of landowners has undertaken a communitiy plan update for the area that would increase the amount of residential zoning in the area. This rezone would create the last un-entitled master-planned communities in the city. The San Diego Housing Federation is requesting the Community Plan Update include a modification to the existing city inclusionary ordinance to be consistent with the North City Future Urbanizing Area: 20% of the units should be affordable at 65% AMI with no in-lieu fee option.
