TCAC Approves New Regs

 
The California Tax Credit Allocation Committee (TCAC) approved new regulations for the state's low income housing tax credit program QAP Thursday.  The only change made at Committee now permits prior-year 4% reservation recipients to compete for a federal cash-in-lieu of credit award without reapplying for a bond allocation.  So long as the project had a bond allocation at one time, and since returned it to CDLAC, the project sponsor need not apply for a bond allocation again. The final version will be posted here early next week.

Register Now for Roundtable Thursday

 
SDHF's Affordable Housing Roundtable on "Understanding Tax Cedit Partnership Agreements" is Thursday morning at the NTC Command Center.  It begins with registration and a continental breakfast at 7:30 a.m. The seminar, sponsored by Hitzke Development Corporation,  is from 8 a.m. until 9:30 a.m.

 Award Nominations Due May 11

 
Nominations for the this year's San Diego Housing Federation Affordable Housing Awards are due Monday, May 11.  The Awards will be presented Thursday, June 11 at the Handlery Hotel. Nomination forms, including all of the category descriptions and requirements, are available here

Sponsorships for the Awards Event are encouraged and due by May 11 to ensure pre-event placement. All sponsor levels include complimentary registrations to the event. The Federation has a list of all
sponsorship opportunities available for the year if you prefer to make one contribution for both the Awards Event and the Fall Conference.

 

HCD Seeks Innovation Fund Input


The Department of Housing and Community Development (HCD) is in the process of developing two new loan funds to be used for the acquisition of real property for the development or preservation of affordable housing. They are the Loan Fund and the Practitioner Fund.
 
A draft proposal for the form the Practioner fund will take will be discussed on May 13. As described in the authorizing statute, the Department will select one or more Practitioners to access the Practitioner Fund. In order to be selected, a Practitioner must be a non-profit housing developer with extensive affordable housing development experience, an organization with significant production capacity and assets of $200 million or more.
 
The development of the Loan Fund requires HCD to select a Fund Manager.  This Fund will be discussed on May 12.  Eligible applicants for Fund Manager are well capitalized California non-profit affordable housing lenders. The Fund Manager will administer the fund and make loans to affordable housing developers. The goal of this meeting is to review the Department's Loan Fund program proposal and to hear ideas on how to develop a successful working program. Potential applicants for Fund Manager and other interested parties are invited to attend this meeting.

USD Finance Course Offered

 
The University of San Diego Burnham Moore's School of Real Estate is sponsoring a four-week course on real estate finance begiinning May 6. It will be offered from 6 p.m. to 9 p.m. Daniel Phelan, President & CEO of Pacific Southwest Realty Services, is the instructor. For more information contact Julia at juliarose@sandiego.edu.
 

 

Consolidated Plan to SD City Council Tuesday

 
The Five-Year Consolidated Plan describing how the City of San Diego plans to use $26 million in federal funds for housing and community development programs including HOME, CDBG, Emergency Shelter Grants, HOPWA grants for housing those with HIV/AIDS, and the Comprehensive Housing and Affordability Strategy (CHAS) will be presented to the City Council Tuesday, May 5 at the session that begins at 2 p.m.
