Linkage Fee Stakeholders Meeting Thursday

The San Diego Housing Commission is holding a stakeholders' meeting to get input on the future of the City's commercial linkage fee program.  A recent audit by the City Auditor noted that the fee, which is the only source of funding for the Housing Trust Fund, has not been changed since 1996 when it was reduced.  The ordinance requires that it be reviewed annually.  The Land Use & Housing Committee asked the Housing Commission to update the nexus study and bring recommendations back next summer.  The committee also asked that the Commission on Revenue and Competitiveness review the fee as well for its impact on the business community.

The purpose of the stakeholders meeting is to identify issues that should be studied as part of the nexus study.  It is scheduled for Thursday, November 19 from 9-11 a.m. at the Housing Commission offices at 1122 Broadway, Fourth Floor Conference Room, San Diego, California 92101.  Anyone who wants to attend should RSVP to Angie Risotti-Rios (619.578.7532) or angier@sdhc.org.

Fannie Mae REO Webinar Nov. 17

Fannie Mae introduced an initiative in August designed to help individuals and organizations using public funds to purchase Fannie Mae Real Estate Owned (REO) properties. Under the "First Look" initiative, during the first 15 days a property is listed for sale, only offers from prospective owner-occupants or individuals/organizations using public funds will be considered. Offers from investors can be submitted, but they won't be considered until after the initial 15 days.

On Tuesday, November 17 from 3 to 4 p.m. there will be a webinar to provide information about the program and how to get started. To participate RSVP by e-mail to FMevents_mailbox@fanniemae.com  and include your name, organization, job title, email address and phone number. Even if you cannot attend the Webinar, be sure to sign up to receive Property Alerts (in any zip code) here.

Please encourage mayors, housing commissioners, and other state & local elected officials with whom you have relationships to personally weigh in strongly with key Members of Congress on the importance of the A.C.T.I.O.N. proposals to the recovery of the Low Income Housing Tax Credit market. We need as many personal contacts with members of Congress as possible on this important issue. Urge them to contact House Ways & Means Committee Chairman Rangel or Senate Finance Committee Chairman Baucus in support of our proposals. Chairman Rangel's support is especially essential to our efforts so please urge your Representatives to talk to him directly.

Preservation Techniques Through NSP

Deed Restrictions, community land trusts, shared appreciation loans, and lease-to-purchase programs are all tools for preserving affordable housing.  As part of the Neighborhood Stabilization Program (NSP), communities can buy and renovate foreclosed properties and resell them at an affordable price to those families most in need of homeownership assistance.  A webinar on December 1 will provide an overview of NSP program requirements and highlight examples of communities that are using NSP resources to achieve lasting affordability. Presenters are  Rick Jacobus, Burlington Associates; Barbara Kautz, Goldfarb & Lipman, LLC; Emily Higgins, Champlain Housing Trust.  It will be held from 10:30 a.m. to noon. Information and registration are here

Communications Awards  Submissions Due Nov. 30

The National Housing Conference (NHC) has extended its deadline to November 30 for accepting submissions from member partners for its new "Pioneering Housing Strategies" Award. This honor will replace the NHC "Excellence in Housing Communications" Award in order to recognize a broader range of creative activities. The award is designed to acknowledge pioneering, forward-thinking strategies that are changing the way we approach affordable housing and community development initiatives.
