Action Needed Now for Tax
Credit Program |
Congressman William Pascrell (D-NJ), a member of
the House Ways & Means Committee, introduced H.R.
4109 this week that includes both Parts A and B of the
5-year carryback proposal for Low Income Housing Tax
Credits. The bill does not include the other two
Rental Housing Action coalition proposals but this is a
very significant step forward. Perhaps more
importantly, we're told Ways and Means Committee
Chairman Charles Rangel plans to introduce a Jobs bill
in Committee that will include some of our important
proposals including the 9% exchange extension, part of
the carryback, and expanding eligible investors to
include S Corporations.
Now that the Ways and Means Committee has
indicated they are open to including LIHTC measures in
the Jobs and/or year-end tax legislation, it is critical
that California advocates reach their Congressional
Representatives at the highest level possible. Ask them
to call Chairman Rangel with the request to include all
of the LIHTC ACTION proposals, including the
extension and expansion of the Exchange program to
include 4% tax credits. Members of Congress are
expected to be in their districts as soon as
tomorrow. Please call the district office or make
an appointment to visit your Representative and let us

of their law offices for this special event. It is
scheduled from 5 - 7:30 p.m., with the Annual Meeting
and election of Board members promptly at 5 p.m. All
members and prospective members are invited. This
is an informal networking event that's free of charge.

Rebuilding Together Rehab

Looking for something to do to get into the holiday
spirit? Rebuilding Together San Diego (RTSD) was gifted
with a home by JP Morgan Chase to renovate and sell to a
working class family. This opportunity not only
helps a very deserving San Diego family into
homeownership for the holidays, it helps RTSD continue
its work in our community. They are
looking for volunteers -- both skilled labor
and those who can help with painting, yard clean-up and
landscape on Saturday, November 21 from 8 a.m. to 4 p.m.

Public Participation Plan
Comments Due |
SANDAG has released the draft agency-wide Public
Participation Plan (PPP) for review. The Plan
describes the ways the public will be involved
in important transportation and other regional
planning activities. The plans will determine ways to
best provideo transit oriented development,
reduce greenhouse gas emissions and provide land zoned
for residential development, among other SANDAG
policies. Comments are due by Monday, November 30. The
Plan is available here.

Water Submetering Discussed

The chairs of local community planning groups will
hear about the proposed multifamily water submetering
ordinance Tueday evening, November 24 at 7 p.m. at
the Metropolitan Operations Center in Kearny Mesa. The
presentation by City Council Member Marti Emerald is in
preparation for the ordinance being considered by the
Planning Commission and then the SD City Council. It
would require plumbing for any new or substantially
rehabbed multifamily housing in order to accommodate
water submeters. Affordable housing developers would not
need to install meters but they will be required to
install the plumbing for them.

Calls Needed for Housing Trust
Fund |
The National Housing Trust Fund Campaign is asking
advocates to call all members of their Congressional
delegations on Tuesday, December 1, and Wednesday,
December 2, to urge them to provide $1 billion to
capitalize the Housing Trust Fund before Congress goes
home for the Christmas recess.

Fannie Mae REO Webinar Nov.

Fannie Mae introduced an initiative in August
designed to help individuals and organizations using
public funds to purchase Fannie Mae Real Estate Owned
(REO) properties. Under the "First Look" initiative,
during the first 15 days a property is listed for sale,
only offers from prospective owner-occupants or
individuals/organizations using public funds will be
considered. Offers from investors can be submitted, but
they won't be considered until after the initial 15
days.
On Tuesday, November 17 from 3
to 4 p.m. there will be a webinar to provide information
about the program and how to get started. To participate
