Fannie Mae introduced an initiative in August
designed to help individuals and organizations using
public funds to purchase Fannie Mae Real Estate Owned
(REO) properties. Under the "First Look" initiative,
during the first 15 days a property is listed for sale,
only offers from prospective owner-occupants or
individuals/organizations using public funds will be
considered. Offers from investors can be submitted, but
they won't be considered until after the initial 15
days.
On Tuesday, November 17 from 3
to 4 p.m. there will be a webinar to provide information
about the program and how to get started. To participate

New ARRA Program Application

For those 4% credit reservation-holders wishing to
compete for exchange or cash in lieu, TCAC has extended
the deadline and will accept applications on or before 4
p.m. November 24. TCAC will not accept a postmark or
proof of mailing. TCAC expects to make these awards at
its January Committee meeting. Be sure to use the

Tax Credit Contacts

We're coming down to the wire on proposals to
reform the housing tax credit program. The President
signed the homebuyer tax credit today and the
A.C.T.I.O.N. Coalition (A Call to Invest in Our
Neighborhoods) was unsuccessful in getting the industry
proposals included in that bill. We must continue to
work very hard to get the reform proposals on the
broader annual tax extenders bill, the next likely
legislative vehicle for the A.C.T.I.O.N. proposals. Your
support is really needed if we are to be successful in
extending the tax credit exchange program and including
4% credits, providing a carryback provision, and opening
housing credit investment to a larger pool of
investors. New materials are available in
the Affordable Rental Housing A.C.T.I.O.N. Advocacy
Toolkit:
- Policy brief on conventional market vacancies and
its effect on the need for affordable housing (rebuts
the idea that LIHTC proposals will worsen the housing
market);
- Q&A on why the LIHTC deserves to have a 5-year
carryback;
- talking points on the carryback
provision.
Letters and personal contacts are
still needed, particularly to San
Diego Members of Congress, asking them
to contact House Ways and Means Chair Rep. Charles
Rangel to let him know of their support for this

San Diego Linkage Fee
Stakeholders Meeting |
The San Diego Housing Commission is holding a
stakeholders' meeting to get input on the future of the
City's commercial linkage fee program. A recent
audit by the City Auditor noted that the fee, which is
the only source of funding for the Housing Trust Fund,
has not been changed since 1996 when it was
reduced. The ordinance requires that it be
reviewed annually. The Land Use & Housing
Committee asked the Housing Commission to update the
nexus study and bring recommendations back next
summer. The committee also asked that the
Commission on Revenue and Competitiveness review the fee
as well for its impact on the business community.
The purpose of the stakeholders meeting is to
identify issues that should be studied as part of the
nexus study. It is scheduled for Thursday,
November 19 from 9-11 a.m. at the Housing
Commission offices at 1122 Broadway, Fourth Floor
Conference Room, San Diego, California 92101.

Community Renewal Summit
Friday |
The annual Community Renewal Summit is scheduled
for Friday, November 13 from 8:30 a.m. to 3:30 p.m. at
the Jacobs Center for Neighborhood Innovation. The
Summit offers a venue for San Diego non-profits to get
together and participate in workshops designed
specifically for non-profits. This year's Summit will
feature workshops on grant-writing, partnering with
business, capacity building, and economic development.
There is no cost to attend the Summit, and breakfast and
lunch will be provided at no charge. Assemblyman Nathan
Fletcher is co-host. For more information and

USD Offers Sustainability
Seminar |
The USD Center for Real Estate Development is
sponsoring a seminar Tuesday, November 10 on the future
of Sustainable Development in San Diego. The seminar is
being offered at USD's Manchester Conference Center from
6 to 9 p.m. The fee is $99. Speakers will provide an
overview of government responsibility and policy
development and present the latest implementation of
sustainable practices achieved in the Eastern Urban
