The California Homes and Jobs Act is being held “on suspense” in the Senate Appropriations Committee. We are hopeful that the bill will come off suspense and move out of the Appropriations Committee by the deadline this Thursday, May 23rd. LEARN MORE!

When the bill comes out of Appropriations, it will immediately head to the Senate floor for a vote by the full Senate.

 The turnaround will be fast — the Senate could vote on the bill as early as next Tuesday (May 28) or Wednesday (May 29).

UPDATE: You can help SB 391 move off of “Suspense” in Senate Appropriations

Today the Senate Appropriations Committee heard the California Homes and Jobs Act (SB 391), then -as was expected- placed the bill “on suspense.”

Previous updates from the Homes and Jobs Act Campaign note that many bills with a fiscal impact are held “on suspense” with no decision until legislative leaders vote to decide which bills will make it to the Senate floor.

UPDATE: California Homes and Jobs Act

Senate Appropriations Hearing Moved to May 13th
SB 391 has made it through two legislative committees with strong votes of support and is now headed to the Senate Appropriations Committee. The Committee hearing has been moved to Monday, May 13th. This gives us more time to send support letters to two key Senators.

Two legislative leaders in particular can decide the fate of SB 391 at this juncture — Senate President pro Tempore Darrell Steinberg Senator de Leon and Appropriations Committee Chairman Kevin de Leon.

This hearing is our last opportunity to show legislators and the public how many California voices support SB 391 before it goes to the Senate Floor.  Visit the Campaign’s Action Center to tell these two key Senate leaders why building homes and creating jobs needs to be a priority for California.  Attend the hearing, if you are near Sacramento, to show your support:

Update on the California Association of REALTORS Vote
Thank you to everyone who responded to Friday’s alert asking for e-mails to the California Association of REALTORS. As we reported, last year, the California Association of REALTORS (C.A.R.) supported a bill identical to the California Homes and Jobs Act (SB 391). This was after negotiating an agreement with the bill’s author to exclude property sales from the $75 document recording fee.

C.A.R.’s support letter from last year stated that the association shifted from “oppose” to “support” because of the amendment taken by Senator DeSaulnier. The letter also stated that “The funds generated by the recording fee will be used to support development of affordable housing, foreclosure mitigation as well as homeownership opportunities. As such, C.A.R. is in support . . .”

Although the bill currently retains the amendment Senator DeSaulnier negotiated with C.A.R., C.A.R.’s board voted to oppose SB 391.

This makes our coalition building even more important, as we continue to further broaden our support, which already includes more than 600 organizations and individuals who do want to create homes and jobs for hardworking Californians and their families.

UPDATE: California Homes and Jobs Act

Last week, SB 391 cleared another hurdle by passing the Senate Governance and Finance Committee. passing 5-2. The bill received another fantastic show of support from a broad group of constituents. In fact, according to Committee Chair Lois Wolk, we showed our support for homes and jobs in such strong numbers, we earned a “record” in Senate Governance and Finance Committee! John Lovell from the Police Chiefs Association called SB 391 a “public safety bill.” Other testimony highlighted the bill as “fiscally responsible” and helping the state to live within its means. In addition to the bill co-sponsors Julie Snyder (Housing California) and Marina Wiant (California Housing Consortium), those who testified included representatives from the state treasurer’s office, youth, disability groups, legal aid, cities, business associations, and more.

UPDATE: California Homes and Jobs Act

Last week an impressive group of Californians, testified on SB 391 (DeSaulnier) before the Senate Transportation and Housing Committee.

Witnesses included representatives from AARP California; Habitat for Humanity, California; the U.S. Veterans Initiative; the Orange County Business Council; California Building Industry Association and the bill co-sponsors Housing California and California Housing Consortium. Twenty-one other representatives from cities, legal aid, youth, disability, business, and other organizations rounded out the testimony.
The bill passed 6 (yes) 3 (no) 2 (abstained) with Ben Hueso from the San Diego delegation voting YES. The breakdown of remaining votes was:

The first hearing of the California Homes and Jobs Act is our first opportunity to show legislators and the public how many California voices support SB 391 to:

• Build 10,000 homes each year that are affordable to California’s working families, people with disabilities, seniors, veterans, and people who are now homeless.
• Create 29,000 jobs each year.
•  Help businesses recruit and retain the employees they need to thrive.

Legislators will hear from representatives of California’s affordable homebuilders and building industry and business leaders as well as representatives of seniors and veterans who know the critical need to build more affordable homes for vulnerable Californians.

California Homes and Jobs Act (SB 391) Update

Campaign co-sponsor Housing California has released its annual “Priced Out” Reports that bring information about California’s housing crisis home to legislators’ districts.

Available for each Senate and Assembly district, the reports show the severity of the housing crisis locally, detail which constituents are affected by the shortage of affordable homes, and show why building more homes within reach of Californians is critical to addressing community concerns such as education, health and public safety.

It’s been just over two weeks since Senator Mark DeSaulnier (D-Concord) introduced Senate Bill 391, The California Homes and Jobs Act of 2013, and already our momentum is growing! On February 20, 2013 Senator Mark DeSaulnier (D-Concord) introduced Senate Bill 391, The California Homes and Jobs Act of 2013 to spur job creation, boost California’s business competitiveness, and build affordable homes for Californians.
The California Homes and Jobs Act of 2013 (SB 391) will:

• Create 29,000 jobs annually, especially in the construction sector.
• Help businesses attract and retain the talent that fuels California’s economy.
• Generate an estimated $500 million in state investment and leverage an additional $2.78 billion in federal, local, and private investment.
• Deploy these dollars throughout California using a successful private/public partnership model, creating jobs and generating revenue for local governments.
• Build safe and affordable apartments and single-family homes for Californians in need, including families, seniors, veterans, people with disabilities, and people experiencing homelessness.

Principal co-authors are Assemblymembers Toni Atkins and Raul Bocanegra and co-authors are Senators Lou Correa, Jerry Hill, Mark Leno, Ted Lieu, Fran Pavley, and Assemblymembers Tom Ammiano, Richard Bloom, Susan Bonilla, Rich Gordon, Kevin Mullin, and Sharon Quirk-Silva.
