SD Consolidated Plan Released

The City of San Diego has released a draft of its Consolidated Plan for 2010-2014 and the 2010 Action Plan.  The draft plan will be considered by the City Council Land Use and Housing Committee on April 15 and by the full Council on April 28.  The comprehensive document describes housing needs in the City and strategies for accommodating them using Community Development Block Grants (CDBG), Emergency Shelter Grants, HOPWA and HOME Investment Paretnership Program funding, and the Comprehensive Housing and Affordability Strategy (CHAS).

Ray Pearl to Head CHC

Raymond C. Pearl has joined the California Housing Consortium as its Executive Director, effective March 30, after a comprehensive national search conducted over the past several months. CHC Chair Elizabeth Bluhm, RED Capital, notes, "Ray brings many strengths to this position, including a Master's degree in Public Administration from the University of Washington and a BA from UCLA; several years' experience as Executive Director of the Greater Los Angeles/Ventura County Chapter of the Building Industry Association, in which he honed his skills leading a large and diverse membership organization, as well as gaining exposure to housing and land use related public policy issues; deep experience in local, regional, and state-level advocacy; and experience at the federal level as a Congressional district staffer. Ray served most recently as VP for Government Relations & Forward Planning for SunCal Companies, a Ventura County development company."

The California Housing Consortium is the statewide 'big tent' housing advocacy organization representing the development, building, financial, and public sectors united in a non-partisan effort to advance affordable housing and community development across California.

PMIB Meets Monday

The State's Pooled Money Investment Board (PMIB) meets Monday at 2 p.m. in Sacramento.  The State Treasurer has asked for a "roadmap" for housing financing from the State's Director of Finance at this meeting so that developers awaiting the payment of Prop 46 or 1C funds will know when they can realistically access the money. Affordable housing developers are awaiting the sale of $1.5 billion in state "taxable" bonds promised this month. In the meantime, the Department of Finance has committed $148 million to HCD Prop 1C and 46 projects.  It is expected that these funds will go to projects that were to have converted from construction to permanent financing by the end of March.
