CDLAC Demand Survey Deadline Aug. 12

 
As a result of the new federal housing legislation, the California Debt Limit Allocation Committee (CDLAC) has an additional $1.2 billion for bonds for qualified residential rental projects and mortgage revenue bonds.  CDLAC staff is currently in the process of preparing reservation recommendations. Several factors will be taken into consideration such as legislative priorities and anticipated demand. 
 
Demand survey worksheets are available to collect information from potential CDLAC applicants, project sponsors and other related parties. Demand surveys should be emailed to the CDLAC website www.cdlac@treasurer.ca.gov no later than Tuesday, August 12, 2008.  It is anticipated that the Special 2008 Volume Cap will be allocated on a carryforward basis at the December 3, 2008 CDLAC allocation meeting.
 

Storm Water . . . What to Do With It


Implementing new storm water regulations is the topic of the next Affordable Housing Roundtable.  It will feature an introduction to hydromodification: what, why and how to meet new storm water requirements. The presenter is Debby Reece, Assistant Vice President and Manager of Water Resources at Project Design Consultants. The Roundtable is scheduled Thursday, September 4.  It begins with a continental breakfast at 7:30 a.m. at the NTC Command Center.  

The new storm water permit for San Diego County will be in place next year.  Projects in the design phase now should be considering how they will be meeting the requirement to, in essence, retain all runoff from storm water on your site.  This session will explain the new regulations for hydromodification, the methods used to compute how much run-off to plan for, mitigation methods and the effect on project planning and development. Preliminary Conference Topics On-Line

 
A preliminary list of topics scheduled for the San Diego Housing Federation's 17th Annual Affordable Housing & Community Development Conference October 17 is now posted on the Federation's website.  There will be six tracks under the theme of "Challenges, Changes, and Opportunities". HUD Western Housing Summit Aug.25/26

 
 The 2008 HUD Western Regional Housing Summit will be held Monday, August 25 from 8 a.m. to 5 p.m. and Tuesday, August 26 from 8 a.m. to noon at the Sheraton Universal Hotel in Universal City, CA.  The conference focuses around HUD's National Call to Action to reduce barriers to affordable housing and promote innovative strategies to increase production of housing for low and moderate income households. Several tracks will run simultaneously, including policy, production, preservation and reducing barriers.

Sorting Out the New Housing Legislation


If you are trying to better understand the 700-pages of the Housing and Economic Recovery Act of 2008 and its implications for rental housing and community development, several good sources are available.   

Plan now to attend the Federation's October 17 program where at least two sessions will bring together experts to describe the new law's provisions and what they will mean to affordable housing.

National Housing Trust Fund:
The National Low Income Housing Coalition will conduct a national call about the newly-enacted Housing Trust Fund on Tuesday, August 19 at 11 a.m. Pacific time. They will describe the features of the Trust Fund and the next steps in developing the regulations that will govern it nationally and in individual states.
