Council to Hear Housing Element

The San Diego City Council will hold a final hearing on the City's 2005-2010 Housing Element on Tuesday, December 5, 2006. The item will be heard after 2:00 pm. The city has identified sufficient sites to meet the Regional Housing Needs Assessment allocation for the current period.  At the same time, the document acknowledges that the city does not have the resources to insure construction of the designated total of low income housing units.

The Federation supports the Housing Element as proposed by the Planning Commission and staff.  It is opposed by the Community Planners Council and organizations that do not believe that San Diego needs to create any more housing. Letters of support to City Council members would be appreciated. For more info go to: http://www.sandiego.gov/planning/genplan/housingel.shtml

Water and Sewer Rate Increase Town Hall Meeting

The final Town Hall Meeting on the proposed San Diego water and sewer rate increases will be held Tuesday, December 5 at the Rancho Bernardo Library from 6 to 8 p.m.  Rate increases for both water and sewer infrastructure improvements are proposed.  The current version of the proposal increases water rates based on a formula driven by size and number of meters and actual water usage.  The largest portion of the increase is for water use with rates increasing from $2 to $2.428 per unit.  After initial rate changes in July 2006, water rates would increase 6.5% each year in each of the next three years.  Multifamily wastewater rates would increase from $2.74 per hcf to $2.88 per hcf.  Current proposals call for a 35% increase over the next four years but the proposals are expected to be modified by the Mayor after the public hearings and prior to going to City Council next month.

Carlsbad CDBG/HOME RFP

An additional $205,225 may be available from the Housing Reserve Fund for a total of $704,670 for affordable housing.

The deadline for proposals is December 22, 2005. Applications packages can be requested via email [fboen@ci.carlsbad.ca.us] or by calling (760) 434-2818.
