All Federation members are urged to contact
your Congressional Representatives and urge them to
support the inclusion of affordable homes in the
economic stimulus package that will be proposed by
President-Elect Obama. SDHF is recommending
that the package focus on what will stimulate
affordable housing production in 2009, put people to
work, and increase the supply of affordable homes for
families, seniors, and other low-income
households.
SDHF's specific recommendations:
- Swift action is needed to replace lost tax credit
equity.
- Provide $5 billion in HOME funds nationally to
increase local funding for stalled new construction
projects.
- Require financial institutions receiving U.S.
Treasury assistance to meet Community Reinvestment Act
(CRA) requirements for investing in the creation and
preservation of affordable rental housing in the areas
they serve.
- Increase in the number of Section 8 vouchers given
the number of layoffs, reduced salaries, and the
impact of the mortgage crisis on low income renters.
Project-based vouchers could be used to leverage
existing funding to provide affordable supportive
housing for the homeless and other low-income groups
needing special services.

Congressional Representative right away.
We are collecting a list of affordable housing
projects that are stalled because of the absence of tax
credits and limits on other forms of financing.

TCAC Issues Proposed Reg Changes
|
The California Tax Credit Allocation Committee
(TCAC) staff has issued proposed
regulation changes for 2009 for consideration by the
Allocation Committee in February. TCAC staff is likely
to propose additional changes this month, pending
consideration of proposals by the stakeholder community.
They will be posted at the same site when
available.
Public hearings to discuss and solicit comments on
the guidelines have been scheduled also. The Los
Angeles hearing is Monday, January 26 from 10 a.m. to 1
p.m. at Junipero Serra State Building, 320 W. Fourth
Street, Los Angeles, 7th Floor Conference
Room.

The first Affordable Housing
Roundtable of 2009 is scheduled January
8. San Diego Housing Commission CEO
Rick Gentry is the speaker and his topic is his
first 100 days with the Commission.
The Roundtable provides an
opportunity to share your concerns, expectations and
ideas as they relate to your business with the
Commission. The session will feature audience
interaction and a lengthy Q and A period. It
begins with a continental breakfast at 7:30 a.m. at the

Save the Date for Fair
Housing |
The San
Diego's Fair Housing Council's 16th Annual Laws &
Litigation Conference is scheduled for February 12 and
13. The conference will commemorate the 50th
anniversary of passage of California's Fair Employment
and Housing Act. Dean Erwn Chemerinsky, founding dean
and distinguished professor of law at the University of
California - Irvine School of Law, will be the keynote
speaker. He has been named "one of the top legal

Visioning Session |
The San Diego Foundation is convening
interested stakeholders on "The Challenges and
Opportunities of Imagining the Future of the Greater
San Diego Region, Part 2". It will be held

Managing Supportive
Housing |
The Corporation for Supportive Housing (CSH) is
presenting the next Hot Topics in Supportive Housing
Audio-Conference on Wednesday, December 17 . It
will focus on a new Coordination of Property Management
and Supportive Services in Permanent Supportive Housing
Self Assessment Tool.
Recognizing that property management and supportive
services have different and sometimes overlapping roles
in supportive housing, this Self Assessment Tool is
designed to enable the management and staff of
supportive housing units to take a deeper look at the
quality of the coordination between their property
management and supportive services functions, and to
explore how this relationship impacts tenants as well as
staff. The Tool also provides practical guidance
regarding how staff can collaborate and coordinate their
efforts more effectively. Presenters on
this call will provide an overview of the Self
Assessment Tool and will highlight lessons learned by
the Alameda Point Collaborative
(www.apcollaborative.org) through implementing such a
