Lobbying Rules Go Into Effect

San Diego's new Lobbying Ordinance will go into
effect on January 1, 2008. Please refer to the
Ethics Commission website (click on
"Lobbyists") for information regarding whether you will
have to report your contacts with city staff and elected
officials. The website includes the finalized versions
of the Commission's lobbying fact sheets. Of
particular note are the "Am I a Lobbyist?" and the
"Lobbying Disclosure Forms" fact sheets, which should
answer many questions regarding which entities will be
required to register in the new year and what forms they
will need to file. The lobbying disclosure forms
for 2008 have been finalized, and are now available
on the City Clerk's website. SDHF will
hold a training early in the new year on the new rules
since they are likely to affect many Federation members.
In the meantime, start counting your contacts January
1.

Prevailing Wage Roundtable
January 10 |
The first Affordable Housing Roundtable of 2008
will focus on "How to Limit Risk with a Prevailing Wage
Property". It is scheduled Thursday, January 10
from 7:30 until 9:30 a.m. at the NTC Command
Center. Speakers are Cindy McAvoy, Sun Country
Builders; Lori Sandoval, AmeriNational Community
Services; and Brian Fish, Luce, Forward, Hamilton &
Scripps LLP. Presenters will outline state and federal
requirements, how to bind subcontractors, and monitoring
techniques. The fee for members, including continental
breakfast, is $15. Register here.

Congress
Sends Budget to
President |

The U.S. Congress passed a fiscal year 2008 omnibus
spending bill this week and the President is expected to
sign the bill before the continuing resolution, funding
programs at fiscal year 2007 levels, expires on December
31st. Under pressure to finish
appropriations, Congress hoped to pass a veto-proof
omnibus bill last week that "split the difference"
between increases in the original conference agreement
between the House and Senate versions and the
Administration's request. However, the President
rejected the compromise and there was a lack of
Republican support for a veto override, so they were
forced to cut funding further. Despite cuts made in the
face of White House opposition, homeless and housing
programs faired well.
The Department of Housing and Urban Development
(HUD) is funded at $37.6 billion, an increase of $1.4
billion over last year's level and $2 billion more than
the President's request. The budget includes a 10%
increase in funding for homeless assistance, $135
million for new Section 8 Housing Choice Vouchers:
approximately 8,000 vouchers for homeless veterans
through the HUD- Veterans Affairs Supported Housing
program; 4,000 vouchers targeted to non-elderly, people
with a disability; and 2,800 vouchers for the Family
Unification Program. These are the first new vouchers
appropriated since 2002.

SDHF Offices Closed Until
January 2 |

The San Diego Housing Federation staff (Tom Scott,
Kelley Dukat and Doris Payne-Camp) extend our best
wishes for a relaxing and joyful holiday and a healthy
and successful new year. The Federation offices
will close today and re-open Wednesday, January 2.
