Pavão Tax Credit Meeting March

William Pavão, executive director of the
California Tax Credit Allocation Committee, will be
meeting with members interested in discussing new tax
credit provisions of the American Recovery and
Reinvestment Act of 2009. TCAC will receive
$325,877,114 from the federal stimulus
legislation. By law TCAC must
distribute these funds competitively and according to
their qualified allocation plan (QAP). The funds will
come through HUD's HOME program and are meant to help
kick-start the production of stalled affordable rental
housing projects that rely on low-income housing tax
credits.
Pavão is seeking input from stakeholders
about how these funds and a new tax credit exchange
program, also part of the stimulus law, should be
administered in California. He is interested in
specific suggestions about how the QAP should be amended
to incorporate the new federal programs.
The meeting will be held Friday, March 13
from 1 p.m. to 3 p.m. The location is still

In the meantime, TCAC postponed the first tax
credit round application due date from April 6, 2009 to
a later date. They also postponed previously
scheduled application workshops. TCAC will disclose
the new first-round application deadline as soon as the
are able to establish the timing for adopting new
regulations.

HCD Posts Applications for TOD,
Infill |

The Department of Housing and Community Development
has posted the 2009 Infill Infrastructure Grant Program
(IIG) and Transit Oriented Development Grant (TOD)
applications on the Department website. The programs
will be holding on-line web application workshops to
walk you through the application process. Look for the
dates of these workshops to be posted on the website
shortly. The 2009 IIG guidelines, Notice
of Funding Availability (NOFA) and 2009 Application can

San Diego Holds Hearings on
Housing Needs |
The City of San Diego and the San Diego Housing
Commission need your input about how to spend the
federal housing and community development funds they
will receive during the next five years (2010-2014).
The City is starting its Consolidated Plan which
will describe how federal funds will be
spent. Housing Commission and City staff are
seeking citizen participation in determining the City's
needs and priorities for housing and community
development in your neighborhood. Meetings will begin
with an overview of the Consolidated Plan and discussion
of needs, then will switch to an open house format.

The next Affordable Housing Roundtable
is Thursday, March 5. The topic is
"Understanding Title Reports &
Surveys". This Roundtable is a lunch
session sponsored by Hitzke Development Corporation.
The program will cover deciphering a "typical"
title report for an affordable housing project,
including liens and encumbrances; survey basics; how the
survey and title report relate; and lender/investor
concerns including endorsements and survey requirements.

Congress Considers Onmibus

Congress began consideration of a
fiscal year (FY) 2009 omnibus spending bill to complete
the FY2009 appropriations process. The bill, for the
fiscal year that began in October 2008, is likely
to pass Congress without amendment. To read

Capital Funds Available
from CCDC |
Centre City Development Corporation (CCDC), on
behalf of the Redevelopment Agency of the City of San
Diego, is soliciting applications for its Health and
Human Services Capital Funding Assistance Program.
This program provides service repayment loans up to $1
million per project on a matching fund basis to
qualified nonprofit organizations to assist with
facility relocation, rehabilitation and/or expansion
through building rehabilitation proposals.
The goals of the program are to help stabilize the
presence of health and human service agencies in the
downtown and to remove blight. Approximately $4.5
million is available for the 2009 round of program
funding.
The program provides funding assistance for health
and human services organizations providing services in
the downtown area to help mitigate the potential impacts
of redevelopment such as rent increases for downtown
commercial space and pressure to relocate due to
property sales.
