PMIB Freeze Data Needed

Each week we learn more and know less about the
status of developments that have funding commitments
from the State of California Department of Housing and
Community Development. After meetings in Sacramento this
week with the Offices of the State Controller, Treasurer
and Department of Finance what seems clear is that there
are far greater commitments for state bond monies
than the state will be able to accommodate in the
near future, regardless of when the state budget is
passed.
Included in the freeze on state funds by the
Pooled Money Investment Board (PMIB) are
millions of dollars in commitments for MHP, TOD and
Infill grants. Housing California is working with
HCD to establish priorities for releasing housing
funds as they become available.
The PMIB is meeting February 18 in Sacramento and
it is important for those who have projects anticipating
state funds in the next 4 to 6 months or deals that
are stalled because of the state freeze to attend.
We need to be sure that PMIB (and our local legislators)
understand that it isn't just transportation or
environmental projects that are seriously impacted by
the freeze.
To compile the case for San Diego, SDHF needs to
hear about projects in the pipeline or active
developments that have received commitments for MHP,
TOD, or Infill Infrastructure funding and when State
funds will be needed to meet the commitments.

In spite of the freeze on state bond programs, the
California Department of Housing and Community
Development (HCD) has announced a Notice of Funding
Availability of approximately $95 million for the Prop
1C Transit-Oriented Development (TOD)Housing
Program and $197 million for Infill
Infrastructure Grants (IIG). Completed applications
must be received by HCD by April 1 for Infill and April
2 for TOD. HCD expects to issue awards
in June, 2009, although the NOFA includes a notice
that there is no assurance of when the funds will
actually be available.

TCAC Releases New Basis
Limits |
|
California Tax Credit Allocation Committee (TCAC)
has released 2009 threshold basis limits based on an
updated data set. In 2008, TCAC implemented a new
threshold basis limit system utilizing county and
regional cost data. This data, obtained from TCAC's
database, consists of new construction projects that
have been awarded tax credits.TCAC staff used a
ten-year period of historical cost data for most
counties and regions including data for projects
receiving 2008 tax credit reservations (both 9% and 4%).

KPBS Radio Airs Homelessness
Program |
These Days on KPBS Radio (89.5 FM) has homelessness
in the region as its topic on Wednesday, February 11 in
conjunction with the National Conference on Homeless
Families taking place in San Diego. Guests are Walt
Sandford, executive director of the Regional Task Force
on Homelessness, and Brian Maienschein, commissioner of
the Plan to End Chronic Homelessness with the United Way
of San Diego County. It airs from 9 a.m. to
10 a.m., with this segment scheduled at
9:20.

Fair Housing Conf This
Week |
The 16th Annual Fair Housing Laws & Litigation
Conference February 12-13 at the San Diego City
Concourse. The conference includes sessions on
discrimination against those with disabilities, housing
elements, design and construction, sex discrimination in
housing, and other civil rights issues. It will
commemorate the 50th anniversary of California's Fair

Freddie Mac Suspends
Evictions |
|
Freddie Mac
announced that they will extend eviction suspensions on
single family properties with Freddie Mac owned
mortgages until February 28. Freddie Mac is also
using a new REO Rental Option program that offers
eligible occupants leases to rent properties on a
monthly basis after foreclosure. To
qualify, occupants must be able to prove that they can
afford a monthly rental amount and the home must meet
specific building
codes. |

Understand Title Reports,
Surveys |
The next Affordable Housing Roundtable is entitled
"Understanding Title Reports and Surveys". The session
will help participants decipher a "typical" title report
for an affordable housing development, including liens
and encumbrances. It will also cover the
relationship between surveys and title repeorts and
discuss concerns lenders and investors have about
endorsements and surveys. This Roundtable is a luncheon
with registration beginning at 11:30 a.m. with the
presentation from noon to 1:30 p.m. It is sponsored by

Stakeholders Needed for Barrio
Logan Plan |
As part of the Barrio Logan Community Plan Update
process, the City of San Diego is soliciting additional
Barrio Logan community members to fill vacant alternate
seats as well as one community organization seat on the
Barrio Logan Plan Update Stakeholder Committee (BLSC).
Alternate committee members are called upon to replace
primary stakeholder committee members when they are not
able to attend meetings. The BLSC represents the diverse
interests of the community and will provide
recommendations to the City throughout the plan update

Launched |
On Thursday, February 19 the National Housing
Conference will launch HousingPolicy.org Discussion
Forum -- a new place to ask questions and share ideas
about affordable housing policy. The launch will

USD Offers Architectural Design
Series |
The University of San Diego is offering a class on
"Community and Building Design...The Architect's
Perspectve" on Thursdays,
February 12, 19, 26 from 6 p.m. to -9 p.m.
This class will present the architect's role in site
planning and building design in the development process,
highlighting issues and decisions that lead to
sustainable developments. Using examples ranging from
urban infill sites to previously undeveloped sites, the
class will be presented the process of analyzing the
characteristics of a site and the building context that
influence what can be built responsibly. Special
emphasis will be devoted to the re-emergence of
mixed-use developments and town centers as a responsible
