CCDC Holds Affordable Housing Workshop

CCDC held a 3 hour workshop yesterday on their 2007-2008 affordable housing plan and proposed underwriting guidelines. After listening to 1.5 hours of testimony, the Board directed staff to hold a workshop with the developers on the underwriting guidelines to try to develop consensus.  They agreed with the staff recommendations on the policy issues: promote mixed-income projects up 80% AMI; promote development north of Broadway; and, require amenities and green building principles for affordable developments.  They asked for more information and discussion on the following staff recommendations: support rental over homeownership and encourage the development of 3 bedroom units.

They also gave the green light to proceed on the 9th & Market RFP and to try to find a project in Little Italy.  They supported a proposal by Affirmed Housing for 22 story tower at 10th & B street with 228 units, but only if they deal could be restructured to reduce the Agency contribution. 

Del Mar Planning Commission to Review Draft Housing Element

The City of Del Mar Planning Commission will hold a hearing the Draft Housing Element Update on Tuesday, April 10, 2007.  The meeting will be held at at 6:00 p.m. in the Del Mar Communications Center, 240 10th Street, Del Mar. Copies of the draft 2005-2010 Housing Element Update are available for review at the Planning Department at the City offices at 1050 Camino del Mar, Del Mar, California and on the City's web page at: http://www.delmar.ca.us/City/Meetings/PlanningCommission/20070410.htm

Del Mar's Regional Housing Needs Assessment allocation from SANDAG is 25 new units by 2010 as follows:
- 4 Very low income
- 6 Low  income
- 5 Moderate income
- 10 Above Moderate income

The city has 22 acres of undeveloped residential land spread among 46 parcels.  The maximum density of any of the parcels is 12.5 du/acre with a total possible development of 53 units.  Due to the built-out status of the City, the primary means for addressing the affordable housing needs are with programs other than new construction, e.g. rent subsidies, allowing second dwelling units and allowing more accessory dwelling units with certain commercial properties.

Call for Nominations

The Federation's 12th Annual Housing & Community Development Recognition Awards will take place on Thursday, June 14, 2007 at the Handlery Hotel & Resort in Mission Valley. This year's theme is "Building Communities, Uplifting Lives."

Nominations for the awards are now open and will be accepted until May 11, 2007. The Board of Directors has made some changes this year to include the following:
The Advocate of the Year can be an individual or an organization.  We have expanded the Resident Manager Award to include any individual that provides on-site services to the project or the residents. 
Finally, the selection jury may recognize more than one winner with a Merit Award.
