HCD Holds Stakeholder
Conference on MHP Changes
The State Department of Housing & Community
Development hosted a statewide teleconference this week to get feedback on
proposed changes in the MHP program. There was consensus that a proposal
to increase loan limits for several central valley counties that have not had
many applications was acceptable and could be implemented in the NOFA to be
release later this month. However, there was
strong opposition to making other changes for this first round and that the
stakeholders wanted to see proposed language, not just a concept.
The issues to be addressed include: the increased complexity in
partnership structures (LLC ownership that is 3-4 LLCs removed from the
project sponsor/GP is causing consternation with both the state and local
government financing agencies); similar complexities with leasehold
arrangements; should incentives for state priorities such as energy
efficiency, universal design and green building be added to the requirements;
and finally, what is the best way to incentivize the use of MHP funding to
create permanent housing for homeless families.
The Department agreed to bring back more specific
language for each proposal for review by the stakeholder group.

Review
The San Diego Redevelopment Agency is requesting
input on how to improve the application and underwriting process for
affordable housing projects financed through the joint NOFA process. The
Federation is seeking members for an ad hoc committee that will prepare a
Federation position paper. Please contact Tom Scott would like to participate

before noon, Friday, January 19, 2007 will be considered by the 2007 Annual
Conference Program Planning Advisory Committee. Any individual, group,
business or organization may submit full proposal suggestions. Please print,
