Second Round Credit
Estimates |
The
California Tax Credit Allocation Committee published
their estimates for available federal and state credits
for the second round. San Diego County's share is
estimated to be $3,258,348.
The
deadline for 2nd Round applications is July 12, 2007.
The allocations are scheduled to be approved at the
Committee's meeting on September 26, 2007,

Bill to Delay Payment of Developer Fees
Advances
AB 641 (Torrico, D-San Jose) would prohibit local
governments from imposing residential development fees
before the developer has received a certificate of
occupancy for any development in which at least 49% of
the homes are affordable to low- or very-low-income
households.
The bill was passed by the full
Assembly on May 21, 2007, with a 65-9 vote. The Senate
Local Government Committee passed the bill on Wednesday.
It is expected to be voted on by the full Senate next
week.
Prop 1C Innovation Fund Bill Passes Senate
SB 546 (Dutton, R-Rancho Cucamonga) establishes how
the $100 million Affordable Houisng Innovation Fund
approved by the voters as part of Prop 1C will be
spent. The Affordable Housing Innovation Fund would
be allocated in the amount of $50,000,000 for
the Affordable Housing Revolving Development and
Acquisition Program, of which $25,000,000 would be made
available to the Loan Fund and $25,000,000 would be made
available to the Practitioner Fund; $5,000,000 for the
Construction Liability Insurance Reform Pilot Program;
$35,000,000 for a local housing trust fund matching
grant program established under Prop 46, but left out of
Prop 1C; and $5,000,000 for the Mobilehome Park
Resident Ownership Program.
The Loan Fund would be managed by nonprofit with
experience as both a lender and developer. The
Practitioner Fund would only be available to large
non-profit developers that has the capacity to use the
funds to build or preserve low income housing on a large
scale.
Advocates are working hard to assure that the
criteria for these two funds are broad enough to be
competitive among a half dozen or more California
nonprofit developers.
The bill passed the Senate 36-1 and will need a
2/3rds vote in the Assembly.
Budget Unlikely to Make Deadline
Sunday, July 1, is the first day of the new fiscal
year but there is no budget agreement in sight.
The Legislature's Budget Conference Committee didn't
even meet once this week. The major sticking points on
the state budget remain the same -- Democrats refuse to
raid programs for the lowest income in order to balance
the budget, and Republicans demand human services
program cuts before they will put up Republican votes
for the budget.

Register Now for Resident
Services Roundtable |

If you've been wondering how to get the most out of
Resident Services programs, register now for the
Resident Services Roundtable. It will be held
Thursday, July 12 from 7:30 a.m. to 9:30 a.m.at the NTC
Command Center in Pt. Loma. The fee for Federation
member organizations is $15 per person.
Using a case study, skits, video and
interactive presentation, the Roundtable will cover
topics such as setting up a Resident Services program
including assessing resident needs and interests,
funding a program, and hiring the right staff. The
Roundtable will also include strategies for engaging
residents, monitoring services to meet TCAC
requirements, getting management involved, and creating
neighborhood partnerships.
Wakeland Housing & Development Corporation has
assembled a team of speakers who will provide
first-hand, practical information about mandates,
monitoring and delivering great Resident Services
programs.

Mayor Convenes Affordable
Housing Forum |
|
Mayor Jerry Sanders will be joined by
representatives from the San Diego Housing Commission
and Metropolitan Transit District next Saturday, July 7
from 12-1:30 p.m. to discusss affordable and
accessible housing and transportation for seniors
and those with disabilities. The forum will be held at
the San Diego County Credit Union, 6545 Sequence Drive,
San Diego 92121 (Kearny Mesa).
The forum is a follow-up to an earlier community
meeting where attendees' concerns focused primarily on
these two
topics. The Mayor promised to return with those who
could best answer the questions raised by the
community. Sponsors of the Forum are the San Diego
Housing Federation, the National Multiple Sclerosis
Society,
Full Access & Coordinated Transportation
(FACT), and AARP.

National Housing Trust Fund Bill
Introduced |
|
Rep. Barney Frank (D-Mass.) introduced a bill (HR
2895) in Congress this week that would create a National
Housing Trust Fund. The goal of the fund is to
provide matching grants to states and jurisdictions that
will be used for the constructiona and acquisition/rehab
of 1.5 million units of affordable housing.
Housing would be targeted to extremely low income
residents.
States and jurisdicitons will be required to match
$1 for every $2 of funds received from the Trust
Fund. The funds could be used for land
acquisition, land trusts, captial costs, manufactured
housing, and
capitalized operating subsidies. Please let your
Congressional Representatives know that their support as

Tom Scott is Harvard

|
SDHF Executive Director Tom Scott leaves July 6 for
an executive leadership program for state and local
government leaders at Harvard University. As the
recipient of a Fannie Mae scholarship, Tom will also
attend several sessions specifically focused on housing
issues. He will return August 1.
