Hurricane Katrina Relief

Hurricane Katrina, by my estimates, has left at least a quarter million households homeless along the Gulf Coast. The immediate need is for cash contributions to the Red Cross and the Salvation Army to provide food and temporary shelter for the refugees. If you want to help now, donate to one of those two organizations. For the longer term, the San Diego Chapter of Habitat for Humanity is now accepting downations that will go to providing a more permanent solution to the housing needs. One hundred percent of the funds raised by the chapter will be used for Katrina relief. 

Legislative Actions

SB 51 Defeated

After a day-long floor fight, SB 51 (Kuehl), the Federation supported bill that would make permanent the 60-day notice of a "no fault" eviction, was defeated Thursday on the Assembly floor. Assemblymember Leno was the floor jockey. The initial vote was 37-31. A second vote briefly showed 39 aye votes, short of the 41 needed for passage. When the final vote was called, however, the vote was 35-33, showing how fluid member's votes became under intense pressure from landlords. Amendments last week secured support from some mod Dems, but the last few votes remained elusive. Reconsideration was granted for a possible vote next week.

Eminent Domain

Following the U.S. Supreme Court's recent Kelo decision on eminent domain, Senate Judiciary this week heard 3 bills that would limit the use of eminent domain in California. Senate Judiciary defeated SCA 15 (McClintock), while Senator Torlakson decided not to proceed with his SCA 12. Both constitutional amendments would have limited the taking of an owner-occupied home to publicly-owned future uses. The Committee approved and sent to the Senate Approps AB 1162 (Mullin), which imposes a two year moratorium on taking single family homes by eminent domain while a study is conducted. SB 1026 (Kehoe), similar to AB 1162, passed Assembly Judiciary Thursday evening.
