$825 Billion Stimulus Bill Announced



The American Recovery and Reinvestment Act of 2009 draft proposal  was released yesterday by Congressional Democrats. It includes roughly $550 billion in spending and $275 billion in tax cuts over two years. The House is expected to vote on the bill the week of January 26 and mark-up is expected to begin in the House Appropriations Committee as soon as Wednesday. HUD would receive approximately $16 billion for housing and homeless programs. Most of it is directed to those hurt most directly by the recession, community development in hard hit areas, and energy saving home improvements. It makes no provisions for low income housing tax credits.  Advocates had also hoped for an increase in Section 8 vouchers and start-up funds for the National Housing Trust Fund, but these are not part of the draft package either. 
 
San Diego has 31 shovel-ready affordable housing developments that could be started immediately if funding were available. Contact Senators Feinstein and Boxer and your Congressional Representative to let them know that this crisis started with the broken housing market.  To ensure a long-term recovery, there needs to be a greater emphasis in the final proposal on increasing the supply of housing affordable to all Americans and enabling people to remain in their homes.
 

Financing & Development Challenges

 
To help you better understand how all of this affects your organization, attend the February 5 Affordable Housing Roundtable. The topic is"Finance and Development Strategies for a Challenging '09".  The program features developers, lenders, investors and others discussing the state of the affordable housing industry and an assessment of what's ahead 2009.  The Roundtable is sponsored by California Housing Partnership Corporation and Hitzke Development. Space is limited so it may not be possible to accommodate late registrations or walk-ins after that date. The Roundtable begins with a continental breakfast at 7:30 a.m. and continues until 10:30 a.m. at the NTC Command Center in Pt. Loma.  For details and to register, click here.

 

Ready for a Networking Break?

The event will take place January 29, 2009 from 5 p.m. to 7:30 p.m. at Bondi Bar, 333 Fifth Ave, in downtown San Diego. TCAC Offers Application Workshop

 
Affordable housing developers and interested parties are invited to attend a Low-Income Housing Tax Credit (LIHTC) application workshop. The California Tax Credit Allocation Committee (TCAC) will be providing half-day application training workshops in three locations in the State to provide instructions for submitting competitive and eligible applications.
 
The Southern California sessions are in Los Angeles on Thursday, March 5 from 1 p.m. to 4:30 p.m. and Friday, March 6 from 9 a.m. - 12:30 p.m. Sessions will be limited to 75 attendees. Space is limited to two representatives per organization. There is a $90 per person charge for attending and reservations are required. Confirmation letters will be faxed to participants and are required at the door. Fax or telephone registrations will NOT be accepted. The registration deadline is February 6. Donovan Appears in Confirmation Hearings


Shaun Donovan, Secretary-Designate of the U.S. Department of Housing and Urban Development, appeared for his confirmation hearings this week before the Senate Committeee on Banking, Housing and Urban Affairs Committee.  His complete statement is here.
 

Aging in Place Program Tomorrow

 
Robert Wright, an award-winning interior designer and principal of Bast/Wright Interiors in San Diego, will present "Aging in Place: Residential Design Principles for an Aging Population" to Friends of San Diego Architecture on Saturday, January 17th at 9:30 a.m. at the NewSchool of Architecture, 1249 F Street, Downtown San Diego. His talk will cover not only interior design principles for the interiors of the house but also considerations for exterior residential design. The talk will be followed by a coffee break and a question/answer session. Students are free. $5 donations are suggested for the general public. VA Capital Grant Teleconferences

 
A teleconference series hosted by Melanie Lilliston, NCHV Director of Technical Assistance and Finance, will provide an overview of funding available under the Department of Veterans Affairs Capital Grant Program. Details will be given on allowable funding costs, the application process, and general guidelines on completing the application. The teleconferences are scheduled Thursday, January 22nd at 2p.m. ET (To register, email capitalgrant2@nchv.org) and Wednesday, January 28th at 2p.m. ET (To register, email capitalgrant3@nchv.org).
 
Both calls will cover the same content and will be aimed at individuals and homeless veteran service providers who want to learn more about the Grant and Per Diem Program and/or are planning to apply for capital grant funding for the first time. There will be a question and answer session following each presentation. To register for these teleconferences, send an e-mail to the above addresses with your name, organization name, and e-mail address. You will receive the call-in number and access code to confirm your participation.
 

Commission Offers Property for Rehab

 
The San Diego Housing Commission, in conjunction with HOPE Community Development Corporation, is seeking proposals from affordable housing providers to accept title to property at 3992 Ocean View Blvd./422-424 So. 40th St. for the purpose of rehabilitation or new construction of rental or for-sale affordable housing. Experienced organizations who have successfully demonstrated their ability to develop comparable projects are invited to submit their proposals. The site is approximately 9,900 sq ft and is located in the Mountain View community of southeastern San Diego.  View the Invitation here or contact Bill Luksic, SDHC, 619-578-7593, for more information. RFP Issued for Homeless Outreach

 
United Way of San Diego County (UWSD) has released a Request for Proposals (RFP) for its Homeless Outreach & Prevention Impact Area.  UWSD will provide up to $500,000 to successful applicants to implement up to three of the strategies recommended by the Committees of the 10-Year Plan to End Chronic Homelessness in the San Diego Region (PTECH). 
 
A mandatory bidder's conference will take place Wednesday, January 21 from 2 p.m. to 4 p.m. at United Way of San Diego County, 4699 Murphy Canyon Road, San Diego, CA 92123. Please RVSP by January 20, 2009 by e-mailing impact@uwsd.org.
 
Completed applications are due to the United Way of San Diego County by 4 p.m. on February 20, 2009.  Applications will not be accepted after 4 p.m..  All questions and/or requests for clarification related to the RFP must be submitted in writing to impact@uwsd.org by noon on February 17, 2009.
