State Funds Frozen


The budget impasse remains in Sacramento with far-reaching effects.  The State's financial crisis has resulted in a freeze on State funds and the issuance of NOFAs for the Prop 1C programs such as TOD and Infill Infrastructure Grants.  Of greatest concern, are developments already under construction that were anticipating making draws in the near future or accessing funds for project closings. If HCD submitted a warrant for a draw to the State Controller before December 17, 2008, the disbursement will be made. All other disbursements are frozen indefinitely. Developers who are uncertain about the status of their disbursement should contact their program manager at HCD. There isn't a single list to check.  
 
In order for disbursements to resume, the Legislature must pass a new budget which the Governor signs, and the State Treasurer must sell more bonds. Letters and calls are needed to your Legislators and the Governor to help them understand the direct impact of this impasse on projects in their districts. SDHF's letter to the Governor is here.

 

Next Roundtable Focuses on Challenges

 
The first Affordable Housing Roundtable of 2009 took place yesterday and featured Rick Gentry, CEO of the San Diego Housing Commission. Attendees heard a presentation on Gentry's first 100 days then shared their concerns and questions. It was an informative and interactive session.
 
Right on its heels may be the most important roundtable to date on Thursday, February 5, 2009. "Finance and Development Strategies for A Challenging '09" features developers, lenders, investors and others discussing the state of the affordable housing industry and an assessment of what's ahead 2009. This extended session (an extra hour) is also interactive so attendees should come prepared with questions for the panel members. The Roundtable is sponsored by California Housing Partnership Corporation. Space is limited so it may not be possible to accommodate late registrations or walk-ins after that date. The Roundtable begins with a continental breakfast at 7:30 a.m. and continues until 10:30 a.m. at the NTC Command Center in Pt. Loma.  For details and to register, click here.

 

Ready for a Networking Break?

The event will take place January 29, 2009 from 5 p.m. to 7:30 p.m. at Bondi Bar, 333 Fifth Ave, in downtown San Diego. Changes Proposed in Tax Credit Regs

 
Additional proposed changes from the California Tax Credit Allocation Committee (TCAC) were issued on December 22 and are available for public review. The initial proposed changes and the rationale for making them were available earlier in December and can be viewed here. 
 
Comments are due by 5 p.m. on Friday, January 30.  There will be a public hearing on the proposals Monday, January 26 beginning at 10 a.m. at 320 W. Fourth Street, Los Angeles in the Carmel Auditorium.
 

CSH Offers Training for Veterans Housing, Services


CSH and the National Coalition for Homeless Veterans (NCHV) are hosting two-day training sessions that will offer targeted technical assistance for providers of permanent supportive housing for homeless veterans. The allocation of 10,000 HUD-VASH vouchers in 2008 (105 in San Diego) has increased the momentum to develop supportive housing for homeless veterans. To assist in building the capacity of providers, CSH and NCHV have scheduled three training sessions on a regional basis. The Western Region training is in Los Angeles on January 14-15. Updated Lobbying Sheets Available

 
The City of San Diego's Ethics Commission has updated the Lobbying Ordinance fact sheets. The "Disclosure of Fundraising Activities" fact sheet has been updated to reflect an increase in the reporting threshold for "fundraising activities." Prior to 2009, the threshold was $1,000. Fundraising activities that take place after January 1, 2009, however, must be reported only if they reach a $2,000 threshold. In addition, the "Gifts From Lobbyists" fact sheet has been updated to reflect a change in the annual gift limits applicable to City Officials. Although the $10 per calendar month limit on gifts from lobbyists and lobbying entities has not changed, the fact sheet's reference to gift limits for City Officials (now $420) needed to be updated.
  
The Ethics Commission has posted a draft Lobbying Manual on its website for public review.
