Needed: more housing choices for all San Diegans

On Thursday, the San Diego Union Tribune published an OP-ED piece by Ken Sauder, President of the San Diego Housing Federation and CEO of Wakeland Housing Development. The article focused on the need for a broader choice of housing for working families and called Proposition 1C to the public's attention. Click here to view the piece.

Support for Emergency Housing Assistance Program Needed

Governor Schwarzenegger’s proposed state budget did not include enough money to maintain the Emergency Housing Assistance Program at the current year's level: he's proposed a 22% cut, from $4 million to $3.14 million. However, the Legislature restored the funds in their budget, which is on its way to the Governor’s desk. Please go to: http://www.govmail.ca.gov/ and let the Governor know how you feel about the need for this vital source of emergency shelter operating grant funds.

BIA vs. City of San Diego Inclusionary Suit

The San Diego City Council will consider a settlement agreement of the BIA's inclusionary suit in Closed Session on Tuesday.  Public testimony will be taken on Monday at the 2:00 PM City Council Meeting. The settlement appears to be the same settlement approved by the Council with addition of a 2 year tolling agreement that preserves the BIA's right to reinstate the lawsuit if the Council makes any significant changes to the ordinance during that time.

Federation Board Supports More Legislation

The Board of Directors met on Wednesday and voted to give conditional support to two pieces state bills. The first is SB 1800 (Ducheny) which amends housing element law to require local governments to adopt housing opportunity plans that identity and zone sufficient sites to meet the 10 year projections of the need for very low, low and moderate income housing for the locality. It also establishes a method to reimburse local governments for the costs of developing the plans. The board supports the goals of the plan but only if the author work with Housing California to make sure that it meets the needs of affordable housing developers. The bill did not pass the Senate, but may be resurrected in the Assembly by taking a bill that has passed the Senate and deleting the contents of the bill and amending it with the language from SB 1800.

The Board also conditionally supported AB 2723 (Pavley) creating the Low-Income Housing and Nonprofit Building Program to expand cost-saving, solar energy benefits to affordable housing. The support is conditioned on changing the financing from loans to grants and rebates. The savings of these programs are insufficient to support debt service.  AB 2723 passed the Senate Committee this past week.
