Density Bonus Continued
Again
On Tuesday, the San Diego City Council continued
for a second time consideration of amendments to the city's density bonus
rules. The continuance was the result of increasing confusion among the
council members, the public and the city attorney regarding what the proposed
ordinance allows and does not allow.
Citizens groups and others are fearful that the
concessions that must be offered by right will include exceeding the 30 foot
height limit in the coastal zone; waiver of developer fees; include exemptions
on the height limits, protection of natural and historical resources, parking,
architectural detail and developers' impact fees. They fear that every
property in the city will be redeveloped with skyscrapers, zero setbacks,
plain design, no parking, etc.
The Mayor's staff believe that they had provided
answers sufficient to address the concerns, but the City Attorney withdrew his
endorsement at the last minute.
The ordinance is due back on March 27,
2007.
Realtors' Bill to Curb
Fees
The California Association of Realtors (CAR) is
sponsoring SB 670 (Correa, D-Santa Ana), to prohibit transfer fees that become
due when a property is re-sold, other than those imposed by government or part
of the normal real estate reaction process. This in response to a recent trend
by homebuilders to include a covenant that whenever one of their homes is
resold that a fee is deposited in a trust fund for afforable housing or
conservation. This is opposed by housing advocates as it will make it
more difficult to use similar mechanisms for local or state afffordable
housing trust funds.

that last Friday's bill introduction deadline generated the rather grand total
of 2,824 bills, amongst them are at least 200 housing bills. See

The Board of Directors is hosting a Member and
Potential New Member Mixer on Thursday, March 15. The event will give members
a chance to network with each other and at the same time invite potential new
members to learn how the work of the Federation benefits them. Members
are asked to invite their primary business partners to come to the
event. We will also be inviting elected officials to attend as well.
