Pavão in SD Friday to Discuss New Regs


Proposed California Tax Credit Allocation Committee (TCAC) regulations for allocating funds available from the American Recovery and Reinvestment Act of 2009 are expected to be released next week.  Hearings on the proposals have been posted for the week of March 16, with the southern California session scheduled in Los Angeles on Tuesday, March 17. The proposed first-round TCAC application deadline is May 26 with awards August 5.  The proposed deadline for the second round is August 24.

William Pavão, TCAC executive director, will meet with SDHF members interested in discussing how Pavao sees the new tax credit programs working in California.  TCAC will receive $325,877,114 from the federal stimulus legislation.   By law TCAC must distribute these funds competitively and according to their qualified allocation plan (QAP) which must be revised.

Pavão is seeking input from stakeholders about how these funds and a new tax credit exchange program, also part of the stimulus law, should be administered in California.  He is interested in specific suggestions about how the QAP should be amended to incorporate the new federal programs. 
 
The meeting will be held Friday, March 13 from 1 p.m. to 3 p.m. at  4305 University Avenue, San Diego, Suite #640 (signs will say Bill Pavao meeting). Parking is available on site for a small fee. Thanks to Community HousingWorks for arranging the space. Please RSVP to doris@housingsandiego.org.
 

Deadline Today for SD Support Letters

 
Today is the deadline for requesting letters of support from the City of San Diego to accompany applications to the Department of Housing and Community Development for 2009 Infill Infrastructure  and Transit Oriented Development grants. While any eligible developer is allowed to apply directly to HCD without the City's involvement, the City of San Diego will be issuing a limited number of legislative letters of support. HCD awards competitive points for applications that include this letter of support. Contact Doris Payne-Camp at 619-239-6693 if you need the worksheets being requested by the city.  They are due by 5 p.m.

HCD will hold NOFA workshops in Los Angeles on Wednesday, March 11.   On-line workshops are also available.

San Diego Holds Hearings on Housing Needs

 
The City of San Diego and the San Diego Housing Commission need your input about how to spend the federal housing and community development funds they will receive during the next five years (2010-2014).
 
The City is starting its Consolidated Plan which will describe how federal funds will be spent. Housing Commission and City staff are seeking citizen participation in determining the City's needs and priorities for housing and community development in your neighborhood. Meetings will begin with an overview of the Consolidated Plan and discussion of needs, then will switch to an open house format. Please stop by at any time.

Tax Credit Partnership Roundtable May 7

 
SDHF's next Affordable Housing Roundtable is Thursday, May 7, 2009. The roundtable topic is "Understanding Tax Credit Partnership Agreements". It will unravel the mystery involved in selecting a LIHTC partnershp. Speakers include lawyers involved in both the developer and investor sides of a LIHTC limited partnership agreement and will highlight recent changes to LIHTC syndications as a result of the American Recovery and Investment Act. The event is sponsored by Hitzke Development Corporation. It takes place at NTC Command Center from 7:30 a.m. to 9:30 a.m. For details and to register, click here.

TCAC Application Workshops May 5-6

 
TCAC has rescheduled its 2009 Application Workshops also because of anticipated changes to the QAP and to review changes already approved by TCAC.  Two workshops are scheduled in Los Angeles: May 5 from 1 to 4:30 p.m. and May 6 from 9 a.m. until 12:30 p.m., both at the Millennium Biltmore Hotel. Registrations will be rolled over from previously-scheduled workshops (postponed in order to accommodatae new provisions of the American Recovery and Reinvestment Act of 2009). Shelter Grant Applications Due March 15

 
The FEMA Food and Shelter application deadline is March 15 but those who want to apply need to call the local FEMA Board Chair TODAY at (619) 231-2828.
 
The Emergency Food and Shelter Program (EFSP) was created in 1983 to supplement and expand the work of local social service agencies, both nonprofit and governmental, in an effort to help people with economic emergencies (not disaster-related [i.e., fires of any kind, floods, tornadoes, etc.]) Therefore, EFSP funds are not to be used to provide emergency assistance for circumstances that are the immediate result of a disaster situation. The EFSP funding is open to all organizations helping hungry and homeless people. EFSP funds must be used to supplement feeding, sheltering (including transitional sheltering) and rent/mortgage and utility assistance efforts only.
