Stronger Storm Water Rules
Drafted
The State Water Resources Control
Board released its draft "Construction General Permit" that calls for much
toucher runoff regulation than the water panel's members had previously
advised. The draft standards are even tougher than those mandated
recently by San Diego's regional water quality control board. Workshops
and hearings on the proposed standards will be held over the next two
months.
In the meantime, San Diego's new standards are
being appealed because busineses maintain that it will be virtually
impossible to meet them and local jurisdictions argue that the regional board
is imposing an unfunded mandate.
Meeting Set to Discuss $300
Million for Transit-Oriented Development
The California Department of Housing
and Community Development (HCD) will hold a stakeholder meeting Monday, March
12 to provide assistance for those developing high density housing within
close proximity to transit stations. Developments assisted through the
TOD program must include at least 15 percent of the proposed housing units
affordable to very low and low income persons. Transit stations are defined as
rail or light rail stations, ferry terminals, bus transfer station or bus
hub. Funds will be available this summer. The meeting will be at SANDAG
from 1:30 to 3:30 p.m. at 401 B Street, 7th floor, San Diego.
$24 Milllion Available
for Housing for Homeless Youth
HCD is accepting over-the-counter
applications for projects that provide housing for youth under 24 years old
who are homeless or at risk of being homeless. The target populations
are those exiting the foster care system and runaway youth. Applicants
may apply for funding for projects containing homeless youth units only or
mixed projects. Nine-percent tax credit projects are eligible. For

Household Income of $99,8880
Needed for Entry-Level Home
The minimum household income needed to
purchase an entry-level home at $492,810 in San Diego in the fourth quarter of
2006 was $99,880. In San Diego County, only 23 percent of entry-level
households could afford to purchase a home. The California Association of
Realtors' First-time Buyer Housing Affordability Index based their findings on
an adjustable interest rate of 6.36 percent and assumed a 10 percent
downpayment.
