Infill /TOD Funds May Be Advanced


At the request of the Department of Housing and Community Development (HCD), the Senate subcommittee appropriated an additional $100 million for the Infill Incentive Grant Program and $45 million more for the Transit Oriented Development (T.O.D.) Program. HCD proposes to use this money to fund applications from the first Notice of Funding Availability (NOFA). The Assembly did not take up the issue, guaranteeing it will be an item for the State Budget Conference Committee to discuss. Senator Denise Ducheny is expected to chair that committee. 

SDHF is encouraging Senator Ducheny to review the results of the first NOFA funding to ensure that affordable projects are actually funded by these Prop 1C programs given the last minute changes to the guidelines for both programs. Although we'd like to see more projects funded quickly, they should add to the SD County affordable housing stock, not just increase market-rate production in other parts of the state.
 
There are plenty of first-round applications should the funds be advanced. HCD received $543 million in applications for $95 million available in the first round of TOD funding.  For infill projects, HCD received applications for six times the amount of available funding ($350 million for $50 million in funding) and three times the amount available for infill areas ($650 milion in applications for $190 million in funding).
 
Economic Stimulus Payments Not Income
 
HUD issued a notice to its public and assisted housing administrators on May 16 stating that all Internal Revenue Service economic stimulus payments are to be considered nonrecurring income. Program administrators are not to include the amount of the economic stimulus payment when determining a family's annual income for program eligibility or for the level of HUD rental assistance benefits. The notice is PIH-2008-23.
 
Similar provisions to exclude this income also apply to residents of HUD project-based housing, but a comparable notice has not yet been issued.

 Permanent Source Session Monday

 
HCD's "Stakeholder Meeting" will be held Monday, June 2 from 9 a.m. to 11:30 a.m. in the SANDAG Board Room, 401 B Street, 7th flr, for the purpose of identifying potential and preferred permanent funding sources for affordable housing.
 
The SDHF Board of Directors is recommending that funds from a new permanent source be sent to local jurisdictions in block grants tied to the areas of greatest need as expressed in local housing elements.

Registration Open for Awards Event

 
Registration is now open for the annual San Diego Housing Federation Housing and Community Development Recognition Awards event.  It will be held Thursday, June 12 in the Crystal Ballroom of the Handlery Hotel in Mission Valley.  Be sure to arrive in time for the networking reception and hors d'oeuvres that begin at 5 p.m.  The judges have met and chosen the award winners.  A complete list of finalists is posted on the Federation's website. You'll have to come to the event to see who wins! 
ULI Features Sustainable Development
 
Making Sustainable Mixed Use Work: A Case Study of the Pacific Station Development in Encinitas is the topic of Thursday's ULI repeat luncheon. The program is scheduled from 11:30 a.m.- 1 p.m. at the Luce & Forward offices at 11988 El Camino Real, Suite 200, San Diego 92130.
 
It will examine the entitlement, development, governance and operation issues that arise with sustainable, mixed use projects. The speakers will use the Pacific Station development as a case study to explore the topic. Pacific Station is an in-fill, mixed use project proposed for downtown Encinitas that includes a Whole Foods Market, restaurants, office uses and residential condominiums. To register, click here. Follow the Election Returns with Us


A group of SDHF members is planning to meet downtown at the Red Zone Sports Bar and Grill, 1100 5th Avenue (at C) to watch the election returns before heading over to Election Central.  There's no fee and no host so join the networking and nail biting.
