Hearing Scheduled on TCAC

The California Tax Credit Allocation Committee
(TCAC) will hold a series of public hearings statewide
to discuss and solicit comments regarding their proposed
regulatory changes for 2008. A summary memorandum
highlighting what TCAC staff proposes for adoption
in January, 2008, is available online.
TCAC staff will conduct public hearings to discuss
and solicit comments. The San Diego hearing is in
Old Town on Monday, December 10 from 1-4 p.m.at
CalTRANS,4050 Taylor Street, Room 134 Gallegos, San
Diego.

Overcoming Local Opposition
Workshop |
"Overcome Local Opposition and Site Facilities" is
the topic of a December 3 Housing California Training
Institute for Developers. Debra Stein's topics
include: assessing public officials' communication
and decision-making styles; avoiding and managing
hostile audiences;and minimizing community resistance
and mobilizing communication support. This
half-day training will be held at the Long Beach
Convention Center (Seaside Meeting Rooms) as part of
Creating Community 2007: Working Together to End
Homelessness conference. Information here.

General Plan Update Considered This
Week |

The City Council's Land Use and Housing Committee
has scheduled a special meeting to review the San Diego General
Plan Update on Wednesday, December 5 in the Council
Chambers at the City Administration Building, 202 C
Street. The Strategic Framework of the plan and the
Economic Prosperity Element (that has been the most
controversial part of the update so far) are scheduled
for the morning session that begins at 9 a.m.

Redevelopment Structure
Discussed Tuesday |
The restructuring of San Diego's 11 redevelopment
areas into one independent agency similar to CCDC and
SEDC will be discussed by the San Diego City Council
sitting as the Redevelopment Agency on Tuesday, December
4. The Council's Land Use and Housing Committee is
recommending that redevelopment be restructured to
create a more nimble and consolidated agency with its
own executive director and staff who are independent of
the City's civil service provisions. The LU&H action
is here. The
Federation has long supported such a
restructuring. |

Plan Now for Federation
Party |
The SDHF Annual Meeting and Holiday
Party are scheduled for Thursday, December
13. RSVP by December 10 to Kelley at 619-239-6693
or kelley@housingsandiego.org. The
festivities will be held at Luce, Forward, Hamilton
& Scripps, 600 W. Broadway on the 26th floor.
The Holiday Party will provide a festive evening of hors
d' oeuvres, drinks and networking. Parking is available
at the corner of West Broadway & Pacific
Highway. Members and their staff, prospective
members and friends of the Federation are invited to
attend.

Changes in Lobbying Laws Affect
Developers |
Significant changes in the City of San Diego's
lobbying laws go into effect in January that will affect
developers and other non-profits. The changes are
described in detail in the Federation's Housing and
Community Development News that will be circulated
within the next few days. If you want to review a fact
sheet prepared by the Ethics Commission click here. The
Ethics Commission will hold a training session
on the new rules Monday, January 7 at
noon.

Roundtables Return in
January |

Bi-monthly roundtables on affordable housing topics
will continue next year at the NTC Command Center with
an exciting list of topics. The first roundtable is
scheduled for Thursday, January 10 called "How to Limit
Risk With A Prevailing Wage Property." Don't miss this
exciting and informative presentation coordinated by Sun
Country Builders. Speakers are a general contractor,
attorney and prevailing wage monitor. Make sure to
register for this event before the end of December to
