New Polls Show Prop. 1C Leading All Bonds

The two leading independent polling organizations in California released the results of their latest polls this week.  Both of them showed Prop. 1C, the affordable housing bond leading all other bond measures.

The Public Policy Institute of California (PPIC) reported that their poll of 2,000 California voters found that Prop. 1C enjoys strong support among likely voters: 57% in support/30% opposed/13% undecided.  

Meanwhile, the numbers among the other infrastructure bonds are: 1B Transportation Bond leads 51-36; 1D Education Bond leads 49-40; and, 1E Levee Repair Bond leads 55-30.

The Field Poll of 557 likely voters reports Prop. 1C leading 58-28 among likely voters. The numbers among the other infrastructure bonds are: 1B Transportation Bond leads 52-36; 1D Education Bond leads 52-33; and, 1E Levee Repair Bond leads 51-36.

Self-Help Housing Technical Assistance NOFA

The State Department of Housing and Community Development has released the NOFA for the Self-Help Housing Technical Assistance grant program. Technical assistance grants are to be used to assist low- or moderate-income households that participate in a self-help housing program conducted by an eligible sponsor. Technical assistance grants provide sponsors with funds for administrative activities such as construction supervision and training, and site and house plan selection. San Diego Density Bonus Changes Before Planning Commission

The San Diego Planning Commission will hold a hearing on changes to the city's Density Bonus ordinance next Thursday morning at 10:00 am.  The bulk of the ordinance codifies the changes mandated by the state in recent years.  However, it also includes higher bonus for for-sale developments and creates a bonus for building inclusionary units on-site. The Board of Directors of the San Diego Housing Federation Supports the proposed changes.

City of Del Mar Endorses Prop 1C

On Monday, the City of Del Mar City Council adopted a resolution endorsing Proposition 1C.

CalHFA Reduces Interest Rates

The California Housing Finance Agency has reduced interest by .25% effective 9-28.  The reduced rates are for the 30-Year Fixed Mortgage, the interest only PLUS SM, the 40-Year Fixed Mortgage, and the rates offered for the Affordable Housing Partnership Program (AHPP), the Extra Credit Teacher Program (ECTP), CalHFA Housing Assistance Program (CHAP) and the High Cost Area Home Purchase Assistance Program (HiCAP) subordinate loan products. The interest rate for any CHAP or HiCAP loan will be determined by the reservation date of the CalHFA first mortgage loan.  Download the details: http://www.calhfa.ca.gov/homeownership/bulletins/2006/2006-20.pdf

HUD Finalizes FY 2007 Fair Market Rents

HUD published the final Fair Market Rents for FY 2006-2007 this week. The rents for San Diego County are up about 4% over the current year.  FMRs are used to determine payment standard amounts for the Housing Choice Voucher program, to determine initial renewal rents for some expiring project-based Section 8 contracts and to determine initial rents for housing assistance payments (HAP) contracts in the Moderate Rehabilitation Single Room Occupancy (SRO) program.
