Prop 1C Bills - Stop and Go

The Assembly Housing Committee Chair Lori Saldaña announced last week that the Prop 1C implementation bills would become two year bills.  However, as Senators Perata and Dutton amended their bills and Senator Lowenthal scheduled them for hearing next week in Senate Transportation and Housing, rumor has it that the Assembly may have a change of heart.

Senator Dutton (R-Cucamonga) amended his SB 586 to allocate the $100 million Innovation Fund: $ 50 million for the revolving development/acquisition short term loan program; $35 million for local housing trust matches; $10 million for mobilehome park resident ownership; and $5 million for the Construction Liability Insurance Reform Pilot Program proposed under AB 792.

Senate pro tem Perata (D-Alameda), amended his SB 46 this week to flesh out the $850 million Regional Planning, Housing and Infill Incentive Program. SB 46, it is a compromise among housing advocates, non-profit developers, and environmentalists, with some of the features from the Department of Housing. Key policy decisions in SB 46 allow funds to be used for housing, instead of only infrastructure; establish a 15% affordability threshold; require the "Mullin" minimum density threshold; and define project ranking criteria.
